NWDC has been tasked by the Chief of Naval Operations to manage and execute the Navy's Concept Generation and Concept Development (CGCD) Program. Concepts address current and future challenges, enable the rapid application of emerging technologies, position the Navy to seize opportunities, and shape the Navy across the doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) spectrum. The CGCD Program provides a collaborative approach for development, approval, and implementation of new operational concepts. In executing this mission, NWDC works with organizations that contribute ideas and can act to implement new concepts. Partners include Fleet operational commands, OPNAV Staff, Naval War College, Naval Postgraduate School, Office of Naval Research, university affiliated research centers, Defense Advanced Research Projects Agency, SYSCOMs, Warfighting Development Centers, other Services, and joint and coalition concept development organizations.
